New CAPF Bill 2026 Sparks Debate Over IPS Deputation and Force Autonomy
The Centre on Monday introduced the Central Armed Police Forces (General Administration) Bill, 2026 in the Rajya Sabha, aiming to create an umbrella law governing recruitment, deputation, promotions, and service conditions in CAPFs. Presented by Union Home Minister Amit Shah, the bill proposes that 50% of Inspector General posts and at least 67% of Additional Director General posts be filled through IPS deputation, while top ranks like DG and Special DG remain fully deputed posts. The move comes after the Supreme Court of India directed a reduction in IPS deputation to address stagnation among cadre officers. The government argues the law ensures coordination between Centre and states and reduces litigation caused by fragmented rules. However, retired CAPF officers have raised concerns, warning the bill may impact morale, promotions, and operational efficiency within forces like CRPF, BSF, ITBP, and SSB.
